Somalia opened the scoring in the first half through captain Anas Mohamed, who finished a well-constructed move to register the first goal of the tournament.

South Sudan responded strongly after the break. Samuel David powered in a well-timed header from a corner to bring South Sudan level in the 76th minutes.

Panom Juo completed the turnaround, finishing from close range to put the Bright Stars ahead 2–1 in the 88th minutes.
